After several years of collaboration, innovation and hands-on delivery, the Transform-ER programme has officially reached the end of its initial phase.

What began as an ambitious national initiative to accelerate large-scale retrofit has grown into a powerful network of partners, practical solutions, and — most importantly — momentum for change across the UK housing sector.

But this is not the end of the journey. In fact, it marks a new beginning.

Continuing the mission as a CIC

Transform-ER is now continuing as an independent Community Interest Company (CIC) — a social enterprise designed to keep the mission moving forward. This next chapter ensures that the knowledge, partnerships and delivery capacity built during the programme will continue to support organisations committed to scaling high-quality retrofit.

What the programme achieved

Over the course of the programme, Transform-ER brought together housing providers, supply chain partners, innovators and local authorities to test new approaches, share learning and remove barriers to delivery. The initiative helped demonstrate what is possible when collaboration replaces fragmentation, and when long-term ambition is matched with practical action.

Transitioning to a CIC allows Transform-ER to build on this foundation with greater flexibility and long-term focus. As a social enterprise, it will continue working for public benefit — supporting the sector with programme development, market engagement, procurement approaches, and the scaling of net zero retrofit solutions.

Looking ahead

The challenges facing the UK housing stock remain significant, but so too is the opportunity. The experience gained through Transform-ER shows that industrialised retrofit, strong partnerships, and clear demand can unlock faster, better and more cost-effective delivery.

This new phase ensures that the progress made does not stop here. Instead, Transform-ER will continue to act as a catalyst — connecting organisations, sharing expertise, and helping projects move from ambition to implementation.
